在未来的数十年中,军事力量的重要程度将会减弱吗?的确,大规模国际战争的数目正在持续走低,发达民主国家之间兵戎相见的可能性较小,而许多问题也不大可能会令国家大打出手;但正如贝拉克·奥巴马在 2009 年领取诺贝尔和平奖时所说的那样:“我们必须首先承认这个严酷的事实:即此生我们无法根除暴力冲突。或独立行事、或协调一致的诸多国家,将会在某些时刻发现:使用武力不但是必须的,而且也是符合道义的。”

当人们谈及军事力量时,他们所想到的往往是士兵、坦克、飞机、舰船等资源这一方面,而这些资源正是使用武力或威胁使用武力的硬实力行为之基础。最终,若迫不得已的话,这类军事资源将会至关重要。拿破仑留下了“天助强者”的名言,毛泽东也曾指出:枪杆子正是权力的来源。
