无论国内和国外评论人士做何感想,布什总统计划中的伊拉克增兵远不只加派部队那么简单。增兵背后代表的是一种高风险的全新地区策略。没错,布什的计划对于稳定伊拉克来讲为时已晚,而且也远远不够,但在与伊朗争夺地区影响力方面却可以为美国谋求一定的长期利益。

新策略的核心是布什决定直接对伊拉克最强的民兵部队救世军宣战。救世军名义上由好战牧师穆克塔达·萨德尔(Moqtada al-Sadr)控制,目前已经发展为伊拉克规模最大、装备最精良的作战部队,为实现自己的政治和安全目标不懈地进行奋斗。

救世军曾经和美军交过火,特别是在2004年争夺伊拉克南部城市纳杰夫和卡尔巴拉控制权的激烈战斗中。虽然后来还有小规模冲突,但当时的对抗最终以某种意义上的休战告终¾这是因为美国部队不愿夹在逊尼派叛乱分子和什叶派民兵之间腹背受敌。
