Un crecimiento más rápido mediante una reglamentación más estricta

WASHINGTON, DC – Cuando el Primer Ministro de la India, Narendra Modi, estaba en plena campaña electoral, prometió mejorar la forma como se gobierna el país. Desde que tomó posesión de su cargo el pasado mes de mayo, se ha esforzado por cumplirlo. Recientemente, declaró que quiere impulsar la posición de la India en “la encuesta de opinión DoingBusiness del Banco Mundial, que evalúa el ambiente reglamentador en 189 países. El objetivo de Modi es elevar a la India hasta los 50 puestos superiores: muy ambicioso, en vista de que ese país ocupa actualmente el 142.

Reducir el papeleo burocrático puede fomentar una cultura caracterizada por el espíritu empresarial y el dinamismo, pero la creación de una infraestructura eficaz en materia de reglamentación y observancia puede ser igualmente importante, sobre todo en zonas en las que los consumidores tienen dificultades para apreciar el valor de los productos y los riesgos que pueden entrañar.

En todos los países –pero sobre todo en las economías en desarrollo– un sistema reglamentador sólido es esencial para crear confianza en el mercado. Los consumidores necesitan saber que los alimentos y los medicamentos que toman son inocuos y los automóviles que conducen son seguros. La confianza en los productos locales impulsa el consumo interno y vuelve más atractivas las exportaciones en los mercados extranjeros.
