布鲁塞尔——欧盟在许多问题上都缺乏统一的战略。它在俄罗斯的问题上只有粗略的经济政策;有在中东问题扮演重要角色的雄心,但是却缺乏周密计划的行动方案;还有,尽管在《东京议定书》占据原始的领导地位,但是在气候变化上却没有进一步的计划。还有在最重大的问题上,即如何应对中国、印度以及未来出现的其他大国的问题,欧盟层面的政策制定者对此还根本没有引起重视。

这些问题现在就应该引起我们的重视,并且欧盟对新的全球战略的研究的一个必不可少的部分就是应该邀请,而不是阻止,对其活动的批评者参与进来。如果欧盟想把它的眼光从以自己为中心提到以整个世界为中心的话,那它就必须调和存在于整个欧洲的对于欧洲在世界上的地位以及它自身的最佳利益的各种不同的观点。这意味着把那些被欧盟委员会和欧洲议会认为是“对欧洲统一持怀疑论”的政治观点也邀请进来进行讨论。

对此反对的压力当然来自那些欧盟的官员认为没有得到爱护和尊重。在许多高级官员中间存在一种几乎陷入困境的文化,他们担心在欧洲的选民中间煽动对欧盟持反对意见的火焰到头来会破坏欧洲的团结。
