对世贸组织来说,保卫开放贸易的最佳办法是以攻为守。新的世贸组织贸易便利协定(WTO Trade Facilitation Agreement)将提升发展中国家的贸易能力、增强世贸组织的发展号召力、刺激全球经济增长,从而让所有人受益。在全球贸易谈判多哈回合开始十多年后,该协定可以称为世贸组织成员国兑现联系贸易和发展承诺的第一步。
