希拉里的“基辛格时刻”

希拉里·克林顿近期的亚洲之行可能会成为自亨利·基辛格1971年7月的北京秘密之行后,美国外交官最重要的亚洲访问。基辛格的访问带来了外交革命。在冷战的高潮时期,美中关系的恢复改变了全球力量平衡,为中国经济开放作好了铺垫——这个决定对塑造今天的世界格局起了最重要的作用。希拉里在亚洲访问的言行要么会标志着40年前基辛格开创的时代的终结,要么会标志着旧时代中截然不同的新阶段的开始。

即将来临的希拉里之行释放了至今为止最清楚的信号:美国不愿让中国追求地区霸权。在河内举行的东盟峰会结束后,希拉里就北京宣称对斯普拉特利群岛(即我南沙群岛——译者注)的主权拥有已成为“核心利益”一事质问中国外交部长杨洁篪。根据这一定义,中国把这些岛屿(越南和菲律宾也宣称拥有主权)视为大陆的一部分,就像西藏和台湾一样,绝不允许有外国干涉。
