绿化欧洲投资银行

发自布鲁塞尔——过去四年以来,欧盟属下的欧洲投资银行已经向全世界的能源项目发放了480亿欧元(约合620亿美元)贷款。事实上,该银行对能源领域的贷款金额仅次于交通设施之后,远高于其他领域(而720亿欧元的总贷款组合也使其成为比世界银行更大的借贷人)。


在基于国际协议的政治解决方案停滞不前之时,如此大规模的投资有助于全球各国在减少温室气体排放方面取得实质性进展,但不幸的是,欧洲投资银行的贷款偏好和能源投资组合反而令问题更加恶化了。


2007年该行颁布了第一项能源政策——“向欧洲输送洁净能源:欧洲投资银行的新贡献”。自此之后,欧洲投资银行显著增加了向可再生能源方面的贷款,在2007~2010年间共计发放了130亿欧元贷款。
