绿色金钱

富裕国家的政府开始诠释这在政策和生活方式的改变和洁净能源研发投资方面意味着什么。但要想取得成功,“新绿色协议”必须解决发展中国家的某些重大挑战,全球变暖的后果在发展中国家最先被感知到,而且也最显著,因为经济的快速发展需要大规模扩张廉价能源。

全球范围内,作为主要能源每天都要消耗相当于3000多万吨石油,这相当于每人每天55千瓦小时的消耗量,而富裕国家人均消耗量超过这一数字的两倍。对许多发展中国家来讲,这一数字远低于20千瓦小时,而中国仍然远低于全球平均水平,甚至就连多数新兴市场的能源消耗也低于许多先进经济体的三分之一。
