华盛顿——全球经济步入了一个危险的新阶段。持续复苏之路雄关漫道真如铁。为了实现持续复苏,全世界都要拿出坚定的政治意愿——领导力必须压倒边缘政策,合作必须压倒竞争,主动出击必须压倒被动反应。

今日的主要问题是全球金融体系债务过多——国家、银行和家庭都是如此,发达经济体尤是。债务过多损害了信心,拖累了支出、投资和工作岗位的创造。这些国家面临疲软而不稳定的复苏,失业率一直维持在极高水平。欧元区债务危机深化了,财政困境越收越紧。某些方面的政治上的首鼠两端让情况恶化了。社会紧张正在悄悄膨胀,这大大加速信心危机。

在这样的情况下,我们需要集体行动来提振全球复苏,主要包括四条政策路线:修复、改革、再平衡和重建。
