令人遗憾的是,美国并没有取得“反恐战争”的胜利。官方发表的国家情报评估显示:新招募的杰哈德恐怖分子比美国杀死的还要多。布什说的没错,基地组织的确遭到了破坏,但与此同时,它作为政治运动的魅力却与日俱增。癌细胞已经扩散。

还有一点布什也是对的,那就是反恐战争将是一个漫长的过程。过去发生的跨国恐怖风潮耗费了一代人的努力才被扑灭。但美国赢得冷战靠的是同时运用强大的遏制力量和令人心仪的理念。最终推倒柏林墙的并不是枪林弹雨,而是对共产主义失去信心的人们掀起的强硬攻势和宣传浪潮。
