德国诡异转向反贸易

柏林—完成美国与欧盟之间跨大西洋贸易和投资伙伴关系(TTIP)的机会窗口正在快速流失。今年和明年,美国、法国和德国均将举行全国大选,选战将形成一个对一切形式的国际协定日渐怀有敌意的环境。最大的风险可能来自最难以置信的地方:出口强国德国。

目前,大约70%的德国人反对TTIP,几乎是其他欧盟国家平均水平的两倍。他们一边倒地相信,德国不会获得经济利益;低技能工人的工资将受到影响;大公司将以消费者为代价攫取权力;数据和环境保护将被妥协;公民权利也将被破坏。

但不少研究证明,所有这些观点要么过于夸张,要么大错特错。事实上,自二战结束以来,德国的经济进步正是受其坚持向国际贸易和经济一体化打开国门的推动,德国也一直是欧洲最开放、最依赖贸易的经济体之一,也将是TTIP的主要受益者之一。
