柏林——欧元区已成为全球金融危机的中心,因为在欧元区——仅次于美元的第二大货币使用区——危机击中的是软弱的“结构”而不是拥有真实力量的国家。这一结构挥霍公民和市场对其解决冲突的能力的信任,还把国际金融体系推向了灾难边缘。

换句话说,眼下,金融危机反映了欧元区的政治危机,一场让人质疑欧洲计划存在的合理性的危机。如果欧洲货币联盟崩溃,那么所谓的共同市场以及欧洲机构和条约都不会得到保留。欧洲一体化进程60年的成就将一笔勾销,留给人们的将是充满不确定的未来。

这样的失败将伴随世界新秩序的出现,两个世纪以来的西方主导模式将寿终正寝。权力和财富正在向东亚和其他新兴市场国家转移,美国将忙于处置自己的问题,并将重心从大西洋转向太平洋。如果欧洲人现在不能维护好自己的利益,那么没有人会帮他们完成这一任务。如果欧洲现在不能成为自身命运的代言人,那么它将沦为新势力的目标。
