在柏林墙倒塌和冷战结束的20年之后,世界秩序的轮廓还没有最终成型。但是,有两种大趋势似乎清晰:全球化的深度和广度不断加强;包括亚洲在内的新兴势力登上历史舞台。为了应对日益严重的挑战,要求国际间更加有效广泛合作的呼声不断响起,正值里斯本条约正式生效之时,我相信,欧盟正适合担负起这个领导角色。

欧亚两大洲在全球化的进程中受益良多,充满活力的亚洲经济在带动着世界经济的同时,将数以百万计的人口摆脱贫困,为投资和繁荣创造出新的机会。中国和印度这两个伟大的国家重获国家复兴的自信。欧洲也通过全球化,在世界经济和贸易中巩固了自身重要的地位。
