欧洲的下一步行动

自从法国和荷兰拒绝通过欧盟提出的《宪法条约》后,欧盟领导人就忙着相互指责,要不就是责怪法国和荷兰人误解了问题的含义。但无论他们怎样相互指责,都改变不了这样一个事实,那就是在欧洲共同体成立五十年后,欧洲迫切需要全新的政治规划,至少也得是全新的政治框架,才能够继续支撑欧洲的团结。

可以肯定的是,法国和荷兰公民并没有对摆在他们面前的问题做出回答。他们的投票是抗议全球化、拒绝现代社会,因为现代社会遥不可及的执政机制令他们难以理解。和反全球化运动一样,新出现的反欧洲主义可以被视作希望建设一个“不同的世界”,从这个意义上来讲,反欧洲主义的本质其实是“欧洲改良主义。”

两次世界大战和其后的冷战使欧洲统一成为一项和平的事业,只有借助统一才能捍卫西方世界的根本价值观和共同的经济繁荣。但1989年共产主义的崩溃,以及欧洲大陆消除分歧的历史性机遇,都需要我们重新定义欧洲的事业。1992年的《马斯特里赫特条约》和1997年的《阿姆斯特丹条约》为欧盟创立了全新的组织构架,打下了能够与欧洲经济实力相媲美的政治制度基础。2000年的《尼斯条约》是蹩脚妥协的产物。
