欧洲的新拉姆斯菲尔德

今年十二月,俄国杜马选举几乎肯定会巩固忠于普京的力量的势力。自从拉姆斯菲尔德把欧洲大陆划分为“新”欧洲和“老”欧洲以来,这一结果有可能会确认俄国成为最为引起欧盟分化的事务。在二十世纪九十年代,欧盟成员国们很容易就形成对俄共同政策。这些国家联合在一个意在将软弱和负债累累的俄国民主化和西方化的战略之下。

这一政策现在已经瓦解。窜升的石油和天然气价格已经让俄国更为强大,不再如此合作,也不再对加入西方如此感兴趣。如今,欧洲人甚至无法对俄国政权的性质取得共识,更不要说对其采取何种政策了。

这一混乱局面部分是由于普京高超的政治技巧造成的。在一方面,普京需要最大程度地控制经济和社会以便提高工资和养老金并且压制反对派,与此同时培育让他稳坐江山的那些恩宠。在另一方面,莫斯科的精英阶层担心未来的政府会将他们的资产收归国有,想要避免成为国际贱民,这般就可以在需要的时候在西方安度晚年。
