欧洲的领导力危机

布鲁塞尔—全球金融危机已经突出显示了欧盟的优势与弱点。如果没有欧元,九月和十月的危机震荡波早已波及货币市场,其破坏力将会使欧洲的政治和经济一体化倒退十年,并很可能使整个进程岌岌可危。

但欧盟各成员国在同心协力方面的反应迟缓则远没有那么积极了。起初是欧洲委员会因为在提出动议团结各国政府及其政策制定者方面动作迟钝而招致批评。而现在受到责难的则是欧盟各成员国政府。它们无视对不断加深的危机采取欧盟范围内的协调回应的迫切需要。

经济放缓的速度和程度远超过二战之后过去六十年里的任何一次经济衰退。在欧洲,我们很大程度上未能对2007年夏天美国次贷危机爆发的警告信号予以足够的重视。因此当危机的第二阶段席卷欧洲各银行时,我们毫无防备。从中应吸取的教训是比起到目前为止所做的一切欧盟应该行动更快、决心更大。
