欧洲的竞争力骗局

发自布鲁塞尔——对于那些长期关注欧洲经济的人说,最近的欧盟峰会有种似曾相识的怪诞感觉。就在10年多以前,欧洲各国领导人隆重推出了《里斯本议程》——一份旨在将欧洲建成为“世界上最具竞争力知识经济体”的政治蓝图,而由英法两国在本次欧盟峰会上提出的《竞争力协议》却缺乏如斯宏图大志,仅仅是确保欧元能继续生存下去的一步棋而已。

除了暗中想将欧盟各国企业税项提高到法德水平之外,这份《协议》大体上并无任何不妥之处。将退休年龄提高到67岁,废除工资指数化制度(雇员货币工资随物价指数浮动并按照价格指数自动调节收入的制度),以及强迫各国将负债上限写入宪法等措施都是有道理的,既能提升竞争力,又有助于维持欧元的信誉。

但不幸的是,各国首脑们显然没能从《里斯本议程》的失败中吸取教训。实际上这一计划注定夭折,原因有二:
