欧洲繁荣的五步计划

华盛顿—尽管希腊危机大有停止迹象,但欧洲经济局面依然不容乐观。欧元区增长较几个月前接近衰退的水平略有提高,但IMF的2015年和2016年预测都没有超过1%。失业率仍高达11%以上——年轻人失业率比这个数字还要高一倍(希腊和西班牙则需要再翻一番)。

如今,希腊退出欧元区的破坏性也许么有几年前那么大了。在市场眼中,传染风险最大的国家——葡萄牙、西班牙和意大利——现在不再那么脆弱了;欧盟也成立了援助基金;欧洲央行更是启动了大规模债券购买计划。

欧洲的真正挑战是继续停止和公共部门财政压力继续因为福利国家人口不断老龄化而上升。重塑增长、机会、繁荣和金融稳定需要在五个相互关联的问题上采取果断动作。
