伦敦—自四年多前欧洲经济危机爆发以来,政客和专家提出了一个宏大的解决方案,他们常常以二战后的美国马歇尔计划为例。马歇尔计划始于1948年,它帮助满目疮痍、负债累累的西欧经济体实现了复兴。但实施类似计划的时机从未成熟。这一幕可能即将发生改变。

如今,欧洲的状况与20时机40年代颇有相似之处。过去的错误所导致的公共债务负担让欧元区政府知道该做什么,但不知道该怎么做。它们彼此不信任,因此无法合作。与此同时,欧盟大部需求萎靡,无法产生偿还债务和为2,500万失业者带来希望的经济增长。

狭隘的怀疑态度仍是宏大计划的主要障碍。所有国家的纳税人都不想为他人的过度行为买单:单一货币并没有带来共同责任。因此,以德国为首的债权国只是最低限度地维持着欧元的存续,而债务国只能孱弱地抱怨德国对财政紧缩的坚持。
