结束民族国家的神话

纽约-今年秋天,大学会将一个神话作为事实教给几万名大学生。这个神话在过去已经对战争起到助燃作用,并可能在现在阻碍找到世界面临的最大的问题的解决方法。虽然这个神话的起源扑朔迷离,但是科学已经证明了它是错误的,而且,一个全球化的世界已经认为这个神话与时代格格不入。我在这里谈论的是民族国家的神话。

民族国家合并了两个观点,一个是具体的国家,另一个是模糊的民族。国家的作用是很清楚的,它是使人们能够为了共同利益汇集他们的资源并动员起来抵御共同的威胁——不管这些威胁是洪水还是外国军队的入侵——的必要的组织原则。国家也是法律最终的裁判者。一部分原因是要对全球化作出回应,以及作为能源市场不断增加的财富效应的结果,国家的权力甚至还在增强,。

但是,将民族国家作为治理国家的基础模糊了人类最大威胁的性质。污染、恐怖主义、流行疾病以及气候变化都是全球性的现象。这些现象并不尊重国家主权,因而,它们需要全球合作来加以应对。
