纽约——6月1-3日,日本正在举办第五届东京非洲发展国际合作会议(TICAD)。会议提醒人们当其他国家仍然为欧洲经济阵痛、美国政治瘫痪以及中国和其他新兴市场增长放缓而心神不宁时,还有一个地区——撒哈拉以南非洲地区——贫困不是某种例外,而是仍近乎占据主导地位。

从1990到2010年,生活在撒哈拉以南非洲地区的贫困(每天1.25美元)人口从不到3亿上升到近4.25亿,而每天生活费不足2美元的人口则从3.9亿左右增长到将近6亿。尽管如此,贫困人口比例却在此期间从57%下降至49%。

发达国家曾多次违背自己做出的援助或贸易承诺。但仍未走出二十年经济低迷期的日本却不知何故仍然积极参与其中——这并非追求它自身的战略利益,而是力争满足生活优裕者应该为急需民众提供救助的紧急道义需求。
