二次的な民主主義

世界中で民主主義が徐々に広まっている。中東からラテンアメリカそしてアジアまで、多くの独裁主義国がより民主的で信頼性のある政府形態へ向けて段階的措置を講じており、自立した有効に機能する民主主義を確立している国もある。米国行政は自国の影響下にある多くの開発国で、政治の自由を強化する決意を固めており、民主主義の拡張は、事実アメリカ外交政策の金字塔となっている。

現在の民主主義の波紋が歓迎される背景には、多くの理由がある。民主主義は不正や悪用との関係が薄く、市民と政治の自由および政府の真に市民を重視する姿勢と強い関連性がある。しかし経済的成功にとっては、民主主義はどれほど重要なのであろうか。

経験的には、あまり重要でないことが証明されている。これは意外に思えるかもしれない。結局のところ、一見すべての裕福な国々が民主主義の政府形態を有し、(主にアフリカの) もっとも貧しい国々が非民主主義国であるという理解は誤っているのであろうか。事実世界中で、民主主義はより高い国民一人当たり所得と、強く関連付けられている。
