事关防御的辩论

发自布鲁塞尔 —— 海地大地震向我们明明白白地揭示了两个事实:一,安全问题不光是人为的,二,军队通常是人道救援的一个必不可少的部分。这是一个及时的提醒,因为安全和防御目前正是北约和欧盟内部讨论的一个主要问题。

据说那些将军们经常都在为最后一仗作准备 —— 这句老谚语还是包含了一点深刻含义的。事实上,军队天然地不具有灵活性,冷战已经过去了 20 年,军队也只是缓慢地在适应自己不断发展的角色而已。

但今年北约优先要考虑的则是对自身战略目的的大刀阔斧的检讨,这是自 1999 年以来联盟从未质疑过的事情,而欧盟则在挣扎着实现自己构建一个名副其实的欧洲防御政策的目标。在这两方面,所遇到的问题都比解决方案要多。
