认真对待金砖国家

北京—本月早些时候的一个凉爽的夜晚,我沿着莫斯科河泛舟而下,与中国人民代表大会外事委员会主任委员窃窃私语。与此同时,南非和巴西议员们正在欣赏俄罗斯音乐,在导游的指引下观赏景色。金砖国家(巴西、俄罗斯、印度、中国和南非)第一次议会论坛在欢乐的气氛中落下了帷幕。

会议开始前,许多人质疑五国议会能否找到共同立场。暴躁又吵闹的印度人民院(Lok Sabha)总是充斥着争论和破坏,它与端庄高雅、跟随中共决策亦步亦趋的中国人大能有什么共同点?许多人认为,同为新金砖国家集团成员并未提供足够的合作基础。

组团伊始时,这类质疑在金砖国家内部也存在,有人对金砖国家嗤之以鼻,认为它只是某家投资银行发明出来的国际组织。具体而言,“金砖四国”一词是十多年前由时任高盛公司分析师吉姆·奥尼尔(Jim O’Neill)所提出,最初,南非并没有被算进这一主要发展中经济体行列。
