特别提款权的商业化

伯克利——中国人民银行行长周小川在近期的20国峰会之前的一番言论引发了国际社会的争论。他说IMF的特别提款权(SDR)应该取代美元,成为国际上外汇储备的币种。各界对此反响不一。

支持者认为一个国家的货币作为全球货币系统的流通货币本身就有点矛盾。当一个国家的经济增长时,该国的中央银行当然会储备更多的外汇。如果储备的货币只能是美元的话,美国政府就会人为地降低其价值,以达到减轻美国本国外债的目的。这样的 后果就是导致全球金融系统的动荡,甚至全面崩盘。近期的事件就是这样一个例子——从这点来说,周行长要求建立另外一个系统的建议是有道理的。

也许会有人质疑特别提款权能否真正替代美元成为世界的主要货币。原因很简单,特别提款权不是一个货币,它是IMF给其成员国发放信贷时的一种组合计算单位。
