哥伦比亚永远的痛

哥伦比亚今天的局势比以往若干年都好,这不能不说是阿尔瓦罗·乌里韦·贝莱斯(Alvaro Uribe)总统领导有方;但哥伦比亚在很多方面却十分怪异,不得不去面对奇怪而又棘手的挑战。有些被绑人质已经被哥伦比亚革命武装部队(FARC)民兵关押了多年。准军事组织依然在吸收未成年战士,媒体也曾披露过哥伦比亚政客与毒品大鳄妥协的录像资料。但最奇怪的也许是,被监禁的民兵拒绝获释出狱,而政府却不惜违反他们的意愿,坚持要给他们自由。

短短1年多以前,乌里韦凭借压倒性票数再次当选,这不仅因为与民兵和国内一般武装力量斗争的“民主安全”政策具有广泛的群众基础,还因为上述政策确实行之有效。拉丁美洲历史最为悠久的两党制度在那次选举中被摧毁,标志是民主变革中心党(Polo Democrático)的总统候选人比自由党(Liberal Party)竞争者赢得了更多的选票,从而最终赋予了从未在投票箱旁看到过变革潜力的左翼势力通过选举表达自己的机会,而在此之前,他们宁愿选择在深山里打游击。

有关哥伦比亚与美国之间自由贸易协定(FTA)的谈判也进入了最后阶段。即使是乌里韦与右翼准军事化的哥伦比亚联合自卫队(AUC)达成的协议(赦免了30,000名联合自卫队战士犯下的可怕罪行,以换取他们放下武器)似乎也取得了成功。在乌里韦的领导下,哥伦比亚似乎好运连连。
