发自地拉那——在过去十年的大部分时间里,美国,欧盟及联合国都对巴尔干半岛上的阿尔巴尼亚族居住区采取睁一只眼闭一只眼的态度,它们放任纵容当地政客和军方的腐败行为,希望以此来换取当地对国际行动的支持,借以巩固“区域稳定”。

不过,这一“眼不见为净”的政策并没有带来多少稳定。相反,它已经令科索沃,阿尔巴尼亚和马其顿这几个国家滑向了沦为“失败国家”的危急边缘。而这些国家——更别说它们那些包括希腊在内的巴尔干半岛邻居——则迫切需要采用欧洲的管治模式。

这些国家急需实行法治和善治,需要更加透明和更加负责任的政府,需要抛弃民族主义那些邪恶的歪理邪说,而代之以爱国主义。而如果要实现这样的文化转型的话,就需要国际性的强力合作来彻底根除腐败,并阻止那些狭隘的地方政治家继续实施那些既有害于自己国家,又不利于整个区域的政策。
