Les périls de la négociation en retrait

DENVER – L'accord conclu à Genève entre l'Iran et les cinq membres permanents du Conseil de sécurité des Nations Unies plus l'Allemagne (qu’on appelle les P5 +1) est un excellent point de départ au processus difficile consistant à dissuader l'Iran de chercher à devenir la nouvelle puissance mondiale détentrice d’armes nucléaires. Il est trop tôt pour considérer l'accord comme un succès historique, mais il est aussi beaucoup trop pour déclarer qu’il s’agit d’un échec ou pour suggérer que de meilleurs négociateurs seraient parvenus d’une manière ou une autre à arracher des concessions plus importantes à leurs homologues iraniens.

Négocier autour d’une table est très différent de parler sur un plateau de télévision dans le cadre d’une émission d’actualités. Comme c’est le cas pour beaucoup d'efforts du même style, l'accord doit être comparé à des résultats alternatifs, à commencer par la possibilité réelle de ne parvenir à aucun accord. Il incombe aux détracteurs de l'accord d'expliquer comment de nouvelles sanctions pourraient obtenir de meilleurs résultats que ce qu'elles ont démontré jusqu'à présent.

L'accord sera chaudement débattu, dans une large mesure parce qu'il intervient dans un contexte de tension partisane sans précédent à Washington. L’érosion de la politique étrangère bipartisane aux États-Unis a rarement été aussi avancée et apparemment aussi irréparable qu’elle ne l’est aujourd'hui. Le débat traditionnel entre colombes et éperviers est à présent hachuré par un clivage entre isolationnisme et engagement, le tout étant recouvert d'une profonde méfiance envers l’ensemble des institutions gouvernementales.
