中国的金融拜物

随着北京近邻的天津今日打响滨海开发开放的战地口号,中国另一个“金融中心”建设的帷幕似乎就要拉开。几年前当上海举起中华牌的时候,全世界的银行家和投资客都在猜测,其用意是否真的就是要让上海取代香港成为中国的金融中心。在目前这一试点中,天津与上海形成南北竞争的局面,越发引起人们的猜测。

以前,没有人知道如何建造“金融中心”。金融中心只不过是一个重要的金融活动集散地。像纽约和伦敦那样的城市只有证明了自己的作用之后才被称作金融中心。

中国的决策者似乎并不知道,没有幸运地成为金融中心的大都市还有很多很多。经济学家或者其他理论家并没有一个理论告诉我们,成为金融中心的城市一定比没有成为金融中心的城市更有价值、更可爱。那么,为什么中国要把建设金融中心列为重要的全国性目标呢?中国果真需要自己的世界级的金融中心吗?是否世界需要中国有世界级的金融中心?或者是一个金融中心可以决定一个大都市的命运,就必须有这样的一个目标呢?
