与此同时,卡扎菲的某些最肮脏的外交秘密也被揭发出来。加拿大《环球邮报》在9月2日披露了陷入混战的卡扎非政权与一些和中国政府有直接联系的军火公司的谈判细节,其合同总值高达2亿美元。

这些合同粗暴践踏了1970年联合国安理会通过的利比亚武器禁运决议,而中国也是签署国之一。中国领导人否认这些秘密武器交易的有效性,并坚持说政府并未批准这类行为。但一份出差报告明确显示卡扎菲手下的安全官员曾分别与中国3个武器制造商会面,其中包括中国北方工业集团(Norinco),中国精密机械进出口总公司(CPMIC)和中国新兴进出口总公司。会面日程不但包括了这些公司的现有武器库存,还包括了中方在有需要的情况下额外提供武器的承诺。
