中国贪污还是增长?

北京—中国国家主席习近平的反腐运动已经将许多政府中的“大老虎”拉下马,这场运动被广泛视为中国构建更加可持续、更加包容、更加市场的经济所需要的深刻结构改革的关键要素。但这引起的担心,在中国这样一个政府官员对刺激经济增长起着主要作用的国家,根除腐败有可能不利于繁荣。

一些人将最近豪华饭店和餐厅(在中国,它们很大程度上是靠政府支出支撑起来的)惨淡经营的状况视为反腐运动不利于强化增长的活动的证据。但衰退很有可能是暂时的,新客户在经过一段时间的调整后将陆续出现。

更加可信的担忧是根除腐败的努力是否削弱政府官员刺激增长的激励。毕竟,高增长水平能带来大量租(rent),而租通过腐败行为在官员本人、他们朋友和亲信之间进行分配。逻辑上,消灭这一行为意味着官员将无法从经济增长中获得大量好处——因此也就没有很强的动力刺激增长。
