Catalyser la consommation et équilibrer la croissance

WASHINGTON, DC – La Chine a bien résisté à la Grande Récession. Le monde attend désormais de voir si l’incroyable montée de la demande intérieure en 2009 se maintiendra et si la Chine peut, selon les mots du Premier ministre Wen Jiabao, « jouer à fond le premier rôle du… consommateur qui génère une croissance économique ».

Le consommateur chinois a trop longtemps été brimé. Il doit aujourd’hui être placé au premier plan du modèle de croissance. Le gouvernement progresse déjà sur divers fronts pour atteindre ce but, comme en attestent clairement les déclarations faites cette semaine à l’Assemblée nationale populaire.

Parmi les nombreux facteurs de baisse de la consommation dans l’économie chinoise, le recul du revenu disponible des foyers occupe un rôle central. Ce qui, en fait, trahit la chute du revenu gagné en tant que part économique, due notamment aux changements structurels qui ont fait diminuer l’agriculture (où la part du revenu gagné est élevée) au profit de l’industrie (où le capital régit une plus grande proportion des revenus).
