我们能否提升国民幸福总值

普林斯顿——喜马拉雅小国不丹凭借旨在减少游客涌入的高额签证费和促进“国民幸福总值”而非经济增长的政策而在国际上享有盛誉。这两项政策具有内在的关联性:游客增加可能推动经济发展,但同时会破坏不丹的环境和文化,从而影响民众的长期幸福。

当我首次听到不丹把追求国民幸福当作目标的时候,曾经怀疑这样一种提法是否只是政治口号,还是具有实际的意义。上个月,我在不丹首都廷布举办的“经济发展和幸福会议”上讲话,才明白这不是口号而是实实在在的行动。不丹首相吉格梅·廷莱和哥伦比亚大学地球研究所主任兼联合国秘书长潘基文的特别顾问杰弗里·萨克斯是此次会议的共同主办者。

此前我还从未参加过受到国家政府如此重视的会议。我以为廷莱会以一篇正式的欢迎辞宣布会议开幕,而后回到自己的办公室。相反,他在讲话中对以增强幸福感为国策所涉及的重要问题进行了深刻的反思。随后两天半的会议期间他一直留在现场,并对我们的讨论提出了中肯的建议。其中多数讨论还有几位内阁部长的参与。
