东亚合作能实现吗?

发自首尔——眼看着中国不断崛起,东亚地区的人们都不禁思索是否也能在东亚各国之间建立一种欧洲式的和平稳定关系。考虑到东亚各国之间不时上演的,几乎涵盖从南中国海海岛归属到二战后遗症等问题的严重外交冲突,这个梦想似乎有点不切实际。但随着各国民族主义情绪以及军费的不断高涨,取得各方一致共识下的稳定已成为了该区域最为紧迫的问题。那么这一点又能否实现呢?

对此国际关系上的“自由主义”理念提出了三个要素:政治民主化,更深层次的经济依存度,并建立一系列机构,使各国得以通过多边方式处理相关事务。正如伊曼纽尔·坎特(Immanuel Kant)在很久之前所指出的那样,实行民主制度的国家一般都不愿互相攻伐,因此应该推动民主以实现和平。

长期以来,对民主的追求都根植于美国的外交政策制定之中。而欧洲国家从1945年至今都将民主作为欧洲一体化的核心要素。但就在目前来说,东亚地区政治体制的多样性使得这一民主共识极难达成。
