中国的金砖国家平衡法

北京—当世界大部分目光集中在希腊问题上的时候,金砖国家——巴西、俄罗斯、印度、中国和南非——一直在致力于推进自身的经济日程,西伯利亚城市乌法(Ufa)举行的第七届年度峰会便是最新动作。事实上,金砖国家已成为中国外交的力量放大器,只要中国在推进其国家利益的过程中不过于强硬,就能继续利用这一放大器。

目前,中国在推进金砖国家迈向真正合作方面起着关键作用。最近几周,金砖国家各自承诺向定于明年开始贷款业务的新开发银行投入100亿美元、制定了经济和贸易合作的共同战略,并同意成立规模1,000亿美元的应急基金向面临收支平衡压力的成员国提供临时援助。

但金砖国家的未来仍充满了未知数,这是拜巨大的经济不利形势所赐。巴西陷入了腐败丑闻和产出停滞。俄罗斯也许已经陷入衰退——在很大程度上是因为其干预乌克兰而遭到了西方的制裁。印度一直饱受货币贬值和公债高企困扰。中国去年GDP增长率仅为7.4%,为24年来的最低值。而由于能源短缺等原因,南非的增长也十分疲软。
