法国和荷兰选民否决欧盟宪法提案后,全世界都知道欧洲项目陷入了深深的困境。上周有关欧盟中期预算的激烈争执再次明白无误地证明了这个判断。这次争执也使英国6个月的欧洲理事会主席任期黯然结束,让人们再次看清了长久以来英国在欧盟内部形单影只的尴尬处境。

这两个问题的关系盘根错节,密不可分。法荷选民并没有明确说出反对宪法提案的原因,但很多评论家都认为他们是在对欧盟突然吸纳10个新成员国的做法进行抗议,这些新成员国主要包括来自中东欧的贫困国家。选民们尤其担心工作会被成群结队的东欧移民抢走,价格低廉的波兰管道工是当时东欧移民在欧洲人心目中的普遍形象。

当然,具有讽刺意味的是:欧盟15个老成员国中的绝大多数都拒绝让新成员国立即全面地进入西欧劳务市场。但无论如何,抗议已经为时太晚:10个东欧国家已经取得了欧盟成员的地位。
