中国的工业化和它的不满

东京—随着中共十八大三中全会的召开,中国站在了十字路口。它的最新增长记录是惊人的,历史上没有哪个国家可以与之媲美。但中国经济失衡同样惊人。中国的产出增长是用投资整整一半的GDP来维持的,尽管没有哪个国家可以在相当长的时间里将国民收入的三分之一以上用于投资还能保证生产率。家庭消费只有GDP的三分之一,而一般经济要占到三分之二。

与如此低水平的消费相伴而生的是日益恶化的不平等性——既存在于城乡之间,也存在于政治精英和普罗大众之间。心高气傲的大学毕业生无法找到中意的白领工作,又不愿意接受录用他们的蓝领职位。社会动荡——不论是在博客上表达不满还是大规模示威——愈演愈烈。

中国领导人对此心知肚明。他们成人需要实现经济从投资到消费的再平衡,也认识到这意味着发展可以提供白领岗位的服务部门。他们还明白需要建立社会安全网、强化农村产权。
