亚洲的民主失调

泰国总理他信·西那瓦(Thaksin Shinawatra)突然辞职再次凸显了一个令人不安的矛盾:亚洲民主越是显得活跃,实际就越是运转失调。

这样的例子举不胜举。去年反对党企图用最站不住脚的理由弹劾韩国总统卢武铉;台湾总统陈水扁无法让反对派国民党控制的议会通过一项简单的法案;菲律宾总统格洛丽亚·马卡帕加尔·阿罗约初次上任就酿成了僵局,以及一再传出要政变推翻她的谣言:所有这些都是亚洲民主停滞的有力证明。

如果后果只是僵持和混乱,那这样的政治僵局或许还可以忍受。但长期的对峙已经使很多亚洲国家的信誉受损,它们可能面临暴力,经济发展也大不如前。
