发自普林斯顿——德国财政部长沃尔夫冈·朔伊布勒(Wolfgang Schäuble)最近宣称,欧盟已经“将主权转移到了欧洲层面”——考虑到欧洲各国政府如今似乎比二战后任何时期都更偏重本国利益,部长的口气似乎有点太大了一点。朔伊布勒的声明应该作为号召欧洲更广泛融合的一个口号,还只是转移外界——要求德国对欧元区经济复苏作出更大贡献——呼声的伎俩?

德国试图统领欧洲却不愿为此付费,而朔伊布勒正是其代表。为了实现这一目的,他呼吁修改欧盟条约去建立一个欧洲“预算专员”,授予其动用共享的欧洲基金,并在成员国不遵守已有规则时否决其财政策略的权力。朔伊布勒认为,关于此项改革的谈判应在5月欧洲议会选举结束后立即开始。

朔伊布勒的策略可能听起来很吸引人,但充其量也是只一个伪装进步的象征性包装而已。首先,共同基金相当微薄,并且没有增加的可能——尤其是在德国的无情反对之下。同样,只要各成员国依然保有财政主权,一个便于对各国违反欧洲预算规则行为指手画脚的新机制将不会带来任何改变。正如过去二十年里,由于缺乏强制权力,一切用于管制欧盟财政违规行为的努力都失败了。
