布拉格的西方外交官在冷战期间陷入的那些有点滑稽、有点尴尬,又令人烦恼的困境,至今还让我记忆犹新。他们经常会碰到是否要邀请77宪章缔约方、人权民主人士、共产党政府的批评者、流离失所的政治家、甚至是被禁作家、学者和记者来参加使馆庆祝活动的敏感问题¾这些人一般都是外交官们的朋友。

有时我们这些持不同政见者收到的不是邀请而是致歉、有时我们收到了邀请,但为了不给我们勇敢的外交官朋友带来麻烦,知趣地没有去参加。有时我们被邀请提早出席,希望我们能在官方代表到来之前就提早离开,这种方法有时管用,有时也会发生意外。如果我们没来得及离开,那么或者官方代表看到我们就拂袖而去以示抗议,或者我们狼狈逃窜、或者我们都装着看不见对方,再或者¾虽然这种情况非常罕见¾我们开始相互交谈,这经常是除去我们双方法庭相遇的情况下,政府和反对派之间唯一的对话机会。

这些都发生在欧洲和世界被铁幕隔绝,划分为两大对立阵营的那个年代。西方外交官要考虑本国的经济利益,但他们和严格划分“持不同政见者或贸易”的苏联一方毕竟有所不同。我想不起西方国家或组织(北约、欧盟等等)有哪次曾经公开发表呼吁、建议或法令,规定某些持独立思想的特定人群¾不管具体如何界定,都不能应邀参与外交聚会、庆祝会或招待活动。
