华盛顿—乌克兰陷入了动荡,美国和俄罗斯警觉地盯着彼此的一举一动,世界眼看着就要滑入类似于冷战的长期冲突。果真如此吗?

俄罗斯一边指责西方支持“法西斯分子”和“恐怖分子”在基辅炮制的政变,一边吞并了克里米亚,进行了洲际弹道导弹试射,并保留了军事干预东乌克兰以保护那里的俄罗斯人的权利。美国对俄罗斯实施了制裁,并称其吞并克里米亚为非法。但美国也呼吁合作以和平解决现状,并宣布乌克兰应该同时追求与俄罗斯和西方的建设性关系。目前,俄罗斯对美国的态度置若罔闻。

但这并不是第二次冷战的开端,俄罗斯不是美国的对手。但它也不是盟友。双方在很多问题上都有分歧。但在诸多关键性国际问题上——如叙利亚和伊朗——如果不进行合作就无法取得进展。挑战不在于再次试图“重启”双边关系,而是(在乌克兰危机消弭后)找到一个基础,让双方可以在利益重叠之处合作。
