梳理中国的竞争脉络

香港—中国国务院最近发布了2020年资本市场改革的若干意见,其中提出了两个关键目标:“维护公开、公平、公正的市场秩序,保护投资者特别是中小投资者的合法权益。”要实现意见中提出的这些目标,决策者需要权衡市场自主竞争与政府监管、创新与稳定、保护投资者与购者自慎,以及加速改革和务实稳妥之间的平衡。中国有可能实现这些平衡吗?

从政策角度看,目标应该是在竞争(刺激经济增长但也可能造成不稳定的改革)与合作(有利于长期的社会团结但也有可能导致停滞)之间取得平衡。在一过程中,中国领导人必须考虑三个层面的竞争:企业间竞争、部门间竞争,以及公民、企业和国家利益间的竞争。

企业竞争框架的落实已取得了进展。2008年,政府颁布了“反垄断法”,旨在防止企业间形成阻碍竞争或“垄断性”的合约,最大限度地减少通过独占市场份额来操纵市场的行为,并阻止可能阻碍或过度限制竞争的并购活动。
