重振乌克兰经济

发自华盛顿特区——乌克兰突然之间就走到了民主的突破口上。在前总统维克多·亚努科维奇(Viktor Yanukovich)发动大规模流血事件之后,他旗下的许多议员纷纷倒戈转投反对派,形成了另一个多数派。未来无论是哪个新政府上台,为了巩固其政权,他们都必须迅速果断行动起来——并接受一定程度的国际援助——重整该国遭危机蹂躏的经济。

乌克兰面临着三大经济问题。首先,该国已经无力支付其的对外帐款。去年乌克兰的经常帐户赤字约为GDP的8.3%,导致其外汇储备不断减少,仅能维持两个月的进口所需。其次,公共财政也无以为继,国家财政赤字高达GDP的8%而且政府债券利率高涨。第三,该国经济自2012年年中以来已经连续五个季度出现衰退了。

这些问题正是亚努科维奇经济政策的恶果,而这些政策只有一个目的:为总统本人及其家人亲信捞钱。在过去四年中,乌克兰领导人挪用了前所未有的巨额款项,估计让亚努科维奇家族聚敛了120亿美元的财富。而新政府如果想填补其中一些窟窿的话就需要国际上伸出援手。
