如果你将俄罗斯看作是一个战略对手——而且,在弗拉基米尔·普京领导下的大俄罗斯权力政治的回归,损害了俄罗斯的国内政策和外交政策的法治精神,这一点确实说明俄罗斯是一个战略对手——那么,西方就应该从根本上改变其议程。
