巴黎——正值北约在斯特拉斯堡庆祝其成立60周年之际,又迎来了新的两个成员国:阿尔巴尼亚和克罗地亚。至此,北约的成员国增加到28个。此次北约扩张是一件好的事情。从历史来看,这两个国家饱受磨难。加入西方大家庭的怀抱之后,对这两个 国家的政治经济和文化的稳定平和发展都有好处。

但现在看来好处也是有限的。北约只是在走一个常规的流程。并没有什么实质性的改变。

随着法国有争议地重新回到北约的军事体系之下,问题就显得更为清楚。法国是否失去了自治的权利?甚至说是丧失了主权?还是向是美国霸权缴械投降?,在此次的北约峰会上,这些真正的问题并没有解决,大家的讨论象征的意义大于实际的解决。
