重建美国领导

马德里—12月永远是停下来思考过去怎样、未来又会怎样的机会。今年,这样的思考所产生的一个结论是美国仍然是自由世界秩序的核心,这一地位十分稳固。另一个结论是美国需要做更多的事才能满足其国际地位所要求的领导责任。
