美国从亚洲撤军

8月16日,乔治·W·布什总统宣布美国打算从亚洲撤军。虽然撤军不一定会影响到亚太地区、特别是朝鲜的和平稳定,但重新部署的顺利进行有个重要条件,就是美国与盟国间的密切协商。但直到现在,美国在这方面做得都不好。

如果这次现在看来无可避免的撤军想获得成功,就要认真考虑韩国和日本的需求。恰恰相反,单方面宣布撤军后再单方面执行,可能会损害留亚美军的根本使命:那就是确保朝鲜和整个亚洲地区的威慑力、稳定及核不扩散。

撤军计划引发了很多忧虑。很多日本人担心日本会变成美国在亚洲的前哨指挥部,这可能超越了日美双边安全协议规定的范畴。美日军事合作的任何扩大都会引起中国的警觉。
