美国国防部长唐纳德·拉姆斯菲费尔德去年有关"新旧欧洲"的胡言乱语刚好歪打正着。他本来是指欧洲的分裂,但今年5月,又有10个国家纳入了欧洲联盟。扩张后的欧洲真的成了新欧洲。这是否令美国感到不安?

联结法德两国经济的舒曼计划颁布54年后的今天,欧盟已有25个成员国,人口数甚至超过了美国。其中8个新成员为前共产党国家,近半个世纪来他们被铁幕重重封锁。它们加入欧盟表明了欧洲统一理念"软性力量"所具有的强大生命力。

勿庸置疑,这个新欧洲面临着巨大的挑战。新成员的人均生产总值还不到原有15个国家的一半,廉价劳动力的大量涌入也引起了人们不小的担忧。但新成员的平均国内产值增长率是原有成员国的两倍,这对停滞的劳动力市场和裹足不前的经济将产生良好的促进作用。
