土耳其目前正面对着存在于雷杰普塔伊普埃尔多安总理与该国势力强大的军方之间的混乱局面,而该国在数年内最为大胆的计划(即处理土耳其与亚美尼亚人及库尔德人之间、长达数十年的紧张关系的行动)是否会因此趋于复杂并受到延误呢?

对土耳其军方所扮演之角色加以改造,的确是至关重要的问题;但若土耳其无法在亚美尼亚和库尔德问题上抓住机会、坚持到底的话,那么该国自身的内部局势、其与上述两个民族的关系以及整个高加索地区的紧张局面,毫无疑问都将出现恶化。在该地区包括格鲁吉亚与俄罗斯的南奥塞梯及阿布哈兹之争在内的数个热点问题中,亚美尼亚与阿塞拜疆两国就纳戈尔诺-卡拉巴赫问题所存在的紧张关系,可算是最具挑战性的问题之一。
