纽约——近年来,包括亚洲在内的新兴市场国家在巩固国内基础、加速经济发展和防范外来冲击等方面取得了引人瞩目的成果。但正如近几个月事态发展所显示的那样,新兴市场国家也无法在目前的全球金融动荡中独善其身。

特别需要指出的是,许多亚洲经济体面临着全球经济需求放缓的严峻挑战,特别是那些更多地依赖于出口拉动增长的国家。尽管多数亚洲国家在抵押资产领域的直接风险都相对有限,但国外投资者去杠杆化和外部需求放缓共同造成增长预期下降和信贷条件紧缩,而这种现状已经导致了股票市场、金融市场和债券市场的剧烈变化。

上面提到的种种变化让“脱钩论”偃旗息鼓,这种观点认为无论在亚洲还是其他地方,新兴市场的经济增长都可以不受发达国家的影响。但实际情况正像目前这场危机所残酷表明的那样,在我们这个全球投资和贸易的时代,我们的经济——和我们的繁荣——都紧密相联、互相影响。为保持美国强劲的经济增长,我们需要一个强大、发展的亚洲,就像亚洲的成功也依赖于美国的繁荣一样。
